In chapter 4, You can find Javier's wanted poster on a wall.

He is wanted for murder and treason, dead or alive; the reward is $1000.

Javier's wanted for killing a military man in Punta Orgullo over a woman he loved. Additionally, you can also find a newspaper scrap in Chapter 4. It's about Dutch and Hosea's prison escape in 1877.
