Getting salvaged cargo bulkheads is fairly simple. First, you have to head to a normal space station which should be easy to find in most systems.
Once you get to the space station, you need to talk to the black market trader which you can find on the right side of the space station. After that, you have to buy coordinates so you can find a derelict freighter. Once you get on and inside the derelict freighter you are going to explore the whole freighter until you find the engineering unit which is where you will find the salvaged cargo bulkhead.
