First, boot up your PS and click on the settings button in the top right corner of the screen. Scroll down to the bottom and select Captures and Broadcasts.
Select Broadcast from the left side of the screen and then select Chat to Speech from the right side. Make sure that the Convert Broadcast Chat to Speech is turned ON. Set the speed, Pitch, and Volume according to your choice.
