First, you have to go to the home screen of your game and click on weapons from the top of your screen. After that. go to multi-player loadout, choose a custom loadout and equip phantom as a reset package. Then in the last, you will find the ultimate perk ghost.
To unlock the ultimate perk, you have to be in the game and it is set on the timer. To reduce the time, you have to get points and do kills to unlock the ultimate perk a bit earlier. Once it is unlocked, it will remain unlocked for the rest of the game. You can utilize this in any game type like in a team death match. But in the ground war, it is a very important feature.
Now go to your perk package and then press the edit button and click on Overlock. After that, go to the ghost as it will show you when it will be unlocked. It mostly unlocks when your level is above 50.
