These NPCs are Sheriff and his mistress.

After the choking, they will disappear.

Now you will need to go to Sheriff Curtis Malloy’s house.

See inside through the window, and you will notice that Curtis Malloy and his wife are smoking something.

Now you have to re-Load, but look inside.

Step 14

And then move around to trigger the cutscene.

Re-Load, but press square near Sheriff.

Step 16

The Sheriff will stop as a result, but his wife still keeps on talking.

Step 17

You can’t interact or attack them.

Step 18

And the lasso doesn’t work either.

Step 19

The sheriff allows the illegal buisness.

Step 20

And in return, the lawmen gets a cut of profits.

Step 21

After that, you need to find out their daily take.

Step 22

And then loot Sheriff Curtis Malloy.

Step 23

Finally, read out the letter from choked woman to Sheriff.
