You will need to do the next mission with Panam for some easy XP.

After the mission, head to this location on the map.

And clear out the area.

One of them will drop the breakthrough crafting spec.

Also, head to the assault located here for the EMP grenade spec.

You will need to craft and dismantle this for epic components.

Head to the junk store here for legendary components.

Buy and break down the records.

After that, head outside the store and wait 24 hours to reset.

Save the fame and craft breakthrough.

Looking for crit damage and crit chance.

If you don't get them, reload the save and try again.

At this point, you are free to level however you choose.

Story/side missions or assaults are the best way.

However, you need to head to this location if you want to level fast.

Between the hours of 2400-0600, you can kill these groups.

And the ones across the street.

Then run back down the street and around this wreckage.

To reset them.

By level 30, you will be quite established.

You will need to create legendary versions of breakthroughs and widowmakers.

You can buy legendary clothing items from clothing stores.

Crit chance and crit damage stacking is bugged right now.

It seems better just to stack armor mods on clothes.

And straight damage mods on weapons.

It may be fixed in the future.
