In this guide, you will come to know how to create Custom Flat Worlds in Minecraft PE. You will need to have a Blocktography application for this. Go through the guide and follow all the steps carefully to create a Custom Flat World.
The first thing you will need to do is the Blocktography application from the link below.

After downloading the application, you have to close the Minecraft game completely on your mobile phone, then open up the application.
You have to click on the + sign on the right bottom side of the screen and select the latest version of the game. After that, you have to choose the Biome option and select any one of them.
After choosing it, you will need to name your world, as shown in the image below.
Now you will need to go to the Layers; if you want to delete any layer, you can slide it from right to left.
You have to remove all the layers except the Bedrock layer, as shown in the image below.
After that, click on the + button, and enter the number of layers you want to add. After entering the amount, you have to search for the cobblestone block and select it, as shown in the image below.
Click on OK, and you will find a red line bar under the Bedrock layer, slide it from left to right to save this new layer.
And now you can make as many layers as you want with this process, you can add a water layer and air layer as well, and the vertical sequence of the layers will tell you which layer is first, then second, and so on.
As you can see in the above image, the stationary water layer is on the top, and then the second layer is cobblestone. The next one is air so, if you want to swipe their locations, then you have to tap on the layer image and swap up, and it will change the location and go on top, and the top layer will come to the next location, now you have to press OK button, and now the installation is complete.
Now you have to close the app and start the Minecraft game, and when you click on the play button, you will see that your new world is created, as shown in the image below.
Open it up, and then you will see the water because it is the first layer. Go into the water and you will find the next layer which is cobblestone.
