To fabricate a claim in Crusader Kings 3, all you need to do is go to the Council. You can get it on the right side of the screen, or you can press the “F4” button on the keyboard to open up the Council overlay.
After that, go to the Bishop, and you will have a hand of the shield on the screen. Afterward, you can fabricate a claim in the game; it will tell you about the territories available for you to fabricate a claim.
