Cobalt can be found on just about any random planet. So before anything, you’re going to need to scan and find a planet that says that cobalt is one of the available resources on it.
Once you find and reach a planet with cobalt on it, you have to simply land on the planet and look for cobalt using your analysis visor. Once you’ve found some, you have to collect it using your terrain manipulator. In order to make Ionised cobalt, you have to take cobalt that you’ve already collected and you’re going to put it into a refiner to make Ionised cobalt.
