Shimmering Blight can drop from any grineer seekers except for those that spawn in the Uranus missions.
You can run endless missions like survival, disruption, interception, or you can exterminate, Sabotage. Just about any mission works as long as it has a decent amount of enemies that spawn in them.
Seekers should start to spawn little by little around the 7-10 minute marks, so it shouldn’t take you too long to be in a survival mission. For the seekers to spawn in, the mod also has a fairly low drop rate, just as most of the stance mods in warframe do, so it’s likely going to take you a lot of kills before the mod drops.
It’s probably going to take you some time to get the mod unless you’re lucky.
