You will first need to select the car and go to the upgrade and tuning section. You have to click on find tuning setups, and you will see other people who have tuned the car to get values from it, as shown in the image below.
You can also turn the car into a different quality, and it can change different car parts. You will need to select one, and it will start the downloading and installation process, and then you have to save it to your computer.
It will let you know how much this car will cost you, and you can also check the stats of the car from the tunes section of the car, as shown in the image below.
