First of all, you need to make an Awkward splash potion. Then you have to enter Nether to get Glowstone Dust. you also need to get sugarcane to make sugar, and then have to use a Brewing Stand to make the required potion.
Sugar cane
In order to make a potion of swiftness II(1:30), you will have to get at least one sugarcane.
Enter in Nether
After that you need to enter into the Nether and use a potion of Fire resistance so that you can avoid the damages.
Glowstone Dust
Now you will have to get the glowstone dust by finding glow stone in the nether.
Sugar from Sugarcane
After that, you will have to make sugar from sugarcane using the crafting table.
Potion of Swiftness(3:00) Using Brewing Stand
After making required items, you will be able to make a potion of swiftness (3:00) using a brewing stand. Go to the brewing stand to put sugar and awkward splash potion on fire to get a potion of swiftness(3:00). Add this potion in your “ready to use” stock.

After making a potion of swiftness(3:00), you will be able to make a potion of swiftness II(1:30) using the brewing stand. Go to the brewing stand to put glowstone dust and potion of swiftness(3:00) on fire to get a potion of swiftness II(1:30). Add this potion in your “ready to use” stock.
