The leading commanders in tier S are Haldir and Dwalin; they will give you the best output in the game. Faramir and Balin are the best commanders in the A tier; they also perform well in most situations.
The most prominent commanders in tier B are Boromir and Eomer. Agzok and Denethor II rank in the C tier; they are just average characters. Khamul and Gandalf the Grey are some of the commanders in tier D, and they are considered to be the weakest of the lot.
