If you don't get it reload the save until you do.

This will quickly level alteration.
And recharge Magicka super fast.
At 50 alteration get the Perk adept alteration.
To make the Magicka regen faster then the Magicka Drain.
Head to the hall of the dead in whiterun.
Get Teldryn to wait so he doesn't destroy the Skellys.
Into the catacombs.
And cast turn undead while still under the effects of the buff.
Magicka will still recharge faster then you use it.
At 40 Restoration Upgrade turn undead.
And cleanse the next point until you get the same buff again.
And get back to training.
At 65 restoration.
You can buy Circle of Protection.
And Grand Healing from Colette.
Cast circle of protection to finish off restoration.
Return to Drevis and ask if there is anything else to learn.
First is upstairs in the hall of countenance.
On the second floor in the hall of attainment.
Inside the Arcanaeum.
And down in the midden near the Atronach forge.
Buy call to arms.
Head to Dayspring Canyon to join the Dawnguard.
