You can see your criminal record in the account menu where the cuffs are displayed.
First of all, you will need to go to the Bolingbroke Penitentiary building.
Then park your car in the parking lot and put everything illegal in the trunk of your car. After that, you have to go inside, there will be a guard at the entrance, you have to tell him to give you a tour.
When you are inside, you have to go to the gym and there will be an NPC named Mike Changer.
You have to interact with him and tell him that you need to change your identity. He will ask for a new name and you have to type in a new one and then pay him up. Eventually, he will give you a new identity and your criminal record will be removed.
