You have to boot up your game, open the map, and then go to the f7 location in the sheriff’s bay at the bottom of the map. You can climb the clock tower to reach this location.
Enter the clock tower building, and you will find a ladder in the center. Climb this ladder, and you will get the Clock Repair Tool key when you reach the top of the clock tower. You will need to climb the ladder quite sharply because there are a lot of bots.
