If your latency is more than 100 milliseconds, you have to make some changes to your internet connection. Ethernet cable is more reliable than WIFI connection. If you use a WIFI connection, restart the modem or router. In this way, your ping will become better. You may minimize the devices connected to that network. 

Now go to the Task Manager and move to the Resource monitor. To check the network activity, you have to go to the Network tab and click on Processes with Network Activity. Then after a while, you will see the process using your network connection. 

It could be your browser or steam or a download bottlenecking your network connection. You have to end the processes which don’t affect your OS. You can also check the network utilization in percentage beneath.

Now go to your Steam and head to the Library section. You have to right-click on CSGO and go to the properties.
