First, you have to make sure that you are in the right channel. For this, you have to press the options button and then you have to go to channels from the top. If you are on the wrong channel then you can’t communicate with people. You can hear the squad but they can’t hear you. Now you have to select the right channel, then press X on it and select the Voice all lobby option from the top. You need to make sure it is set to All Lobby.
Also, make sure that your microphone is not muted, if you press the R3 button, your microphone will mute. If you press the R3 button again, then you can unmute your microphone. After that, make sure that the people in your channel have unmuted microphones.
After that, press the Options button on your home screen and go to settings. Under settings, you have to click on Audio.
Scroll down to Voice Chat and you will find the proximity voice chat. You need to turn it ON.
