You can find the Holy Order in Crusader Kings III very easily. All you need to do is come to the Decision tab on the right side of the screen and click on the Found Holy Order under the Major Decision, as you can see in the image below.Â
The requirements are that you must hold a Kingdom or an empire. You must have a Barony with a city or a castle that can be leased out as the Holy Order’s Headquarters. The third requirement is that the Level of Devotion Devoted Servant must be on 3 or above.
