Unfortunately, you can’t really craft/make wiring looms. But the main way you are going to be getting them is by simply buying them off of settlement vendors you find on the planet and the trade terminals at the space station. Or you can buy them from NPCs that you find standing next to their ships after they land.
And they can get fairly expensive especially if you’re going to be needing/buying a lot of them. So make sure that you have a good amount of units beforehand.
