First of all you need to make an Awkward splash potion. Then you have to get sugarcane, sugar, Redstone and use a Brewing Stand to make the required potion.

In order to make a potion of swiftness(8:00), you will have to get at least one sugarcane.

After that the next required item that you need to find and get is a redstone.

After making required items, you will be able to make a potion of swiftness (3:00) using a brewing stand. Go to the brewing stand to put sugar and awkward splash potion on fire to get a potion of swiftness(3:00). Add this potion in your “ready to use” stock.
