Police Bike in Angel Pine
The easiest way to complete Vigilante is by using the HPV-1000 in Angel Pine-the Police Motorbike is the best vehicle to use.
You will need to steal the bike in the city and start Vigilante while on the town’s streets, and criminals will mostly spawn in the Vicinity.

Higher the level, the higher the chances that the criminals will spawn on the sides of Mt Chiliad or near San Fierro.
Also, remember to start shooting from a distance to avoid being riddled by bullets.

Rhino
Another easy way to complete Vigilante is by using the almost indestructible Rhino Tank.
You can steal one from a hangar inside Area 69, which will also raise your wanted level to 5 Stars.
Instead of starting the side mission right away, you will need to reach the airfield and leave the tank in the hangar.
With that done, save the game and reload to reset your wanted level so you can fire up Vigilante normally.

Hunter
You can also use the hunter attack helicopter to start the vigilante side mission, which, in this case, is called “Brown Thunder.”

You can find the thunder at the airfield if you complete flight school with all gold awards.
Or you can obtain it by entering the “Heli Hell ” race tournament at the Las Venturas Airport.
To keep the hunter, you will need to start the race and reach Las Venturas Airport. Then jump out and wait for the time to run out.
