You will need to hold down the R1 and R2 buttons simultaneously to do the wheelie. You will see that your car shakes for a second, which means it is ready for the wheelie.
If you let go of the R1 button, your wheelie will be unstable, and when you are holding the R2 button, your front side of the car will go straight up in the ground, and it will be a quick wheelie.
If you don’t have the engine upgrade level 4, you can not accomplish your wheelie properly. To do the longer wheelie, you will need to maintain your car’s balance while wheeling and have to accelerate properly to practice staying more in the wheelie. Try to practice outside the city where there will be no traffic and other care to help you balance.
