You can find Basalt the same way you find just about any other planetary resource. The first thing you have to do is find a planet with basalt on it. If there isn’t a planet with basalt on it in the system that you’re in, then you have to go to different systems until you reach one that has a planet with basalt on it.
Once you get on the planet, you have to use your analysis visor to find basalt deposits around the planet and dig them up using a terrain manipulator. You can also use the survey device to find basalt hotspots and set up mines in the area if you don’t want to collect all the basalt manually.
