The first thing you have to do is enter the research building and go to the second story. If the plates are not here, buy some more things, so they show up.
You have to buy spawn pads to equip the vehicles and can equip only 2 at a time.
Move down to the ground floor, and you will find a board of all the land vehicles. You can buy 5 land vehicles and can also swap with one another.
Move out of your base and follow the path to the right side. You will find two spawn pads there. One aircraft and 1 helicopter can be the best use of these spawn pads.
