You will need a remote fabricator with drone sand 128 graphene and polymer to operate the black hole. You can locate it with your radar. You will also need sufficient energy to do this, then pop in your remote fabricator and target the black hole.
Your drones will kick up, and it will take a little while. After that, you need your energy transmitter, and you can access it with the default hotkey, which is F. Wait for the power up and then you can travel.
